3G Mobile Broadband Procurement

In response to a requirements gathering exercise of the JANET community conducted in January 2010, and further informed by responses to an RFI issued in June 2010, JANET(UK) seeks to procure a 3G mobile broadband offering to enter service early in 2011.  The proposed service will be specifically for use within the education and research sector and will be procured to meet their particular requirements. 

This procurement is to appoint a single supplier to provide such a service under contract for up to four years (subject to review after two years).

This contract will form a framework agreement, which any JANET-connected organisation may make use of through a contract between the supplier and the individual participating organisation. All administrative and invoicing activities are to be handled by the supplier, dealing directly with the purchasing organisation or nominated subgroups within their structure (e.g. departments). JANET(UK) will require access to management information on the operation of the framework (e.g. contracting parties, number of SIMs purchased, throughput data).

Suppliers should note that before submitting a response to the OR they must register their intent to do this with JANET(UK).

Each potential supplier must register on the JANET(UK) e-tendering opportunities portal at https://tenders.ja.net. Each potential supplier must register as a system user if they are a first time user of the JANET(UK) portal, which is a one-off activity. Once accepted by JANET(UK), each supplier will receive a username and password that should be used for all future accesses to the system. The only time that JANET(UK) will reject a supplier is if there is an attempt to have a duplicate registration for a supplier. Also, please note that this first time registration is not a registration for a particular contract, it is only the registration of the user on the JANET(UK) portal. When username and password are received, then a supplier must log in and then register their interest in a specific contract. It is recommended that a generic mailbox (such as sales@supplier) is set up, so that information from the system can be sent to more than one representative at the company.
